IFLA-FAIFE Roundtable Discussion with Palawan Librarians

I was privileged to meet around 20 librarians and library staff from the province of Palawan today, August 19, 2009 at the World Bank repository based in Palawan State University, Puerto Princesa, Palawan. A roundtable discussion on the IFLA-FAIFE Internet Manifesto was organized which was followed by an open forum regarding their concerns on CPE , MLIS study through distance education and the revival of the Palawan Librarian Association. The participants represented around 8 public and private schools in Palawan.

Those present participated in the survey questionnaire of IFLA-FAIFE which will be included in the PLAI-STRLC Report. Afterwards, the body agreed to organize a General Assembly for all Palawan librarians and friends sometime in October 2009 to discuss further the revival of their association and elect their officers.

On behalf of PLAI-STRLC President, Marcial R. Batiancila, we would like to express our gratitude to Ms. Maphella Ruado for organizing the meet-up in spite of the short notice and to Ms. Lourdes Salvador for sharing their place. It was informal but very heart warming gathering.

30th Manila International Book Fair

The 30th Manila International Book Fair (MIBF) will be held on September 16-20, 2009 at the SMX Convention Center, Mall of Asia Complex, Pasay City.

This is the 2nd year the MIBF will be held at the MOA and as our practice in previous MIBF, we will post the forum and other concurrent activities during the book fair as soon as we have the details so we could better plan our itinerary and maximize our attendance to this annual librarian’s ritual.

Regular Meeting and Ocular Visit

The 2009 PLAI-STRLC Board together with the other officers comprising the Council had its 5th Regular Monthly meeting at San Beda College – Taytay Campus, Taytay, Rizal today, July 21, 2009. The morning session was devoted to the discussion of the Conference details and Committee Assignments while the afternoon session was spent at the proposed venue for the 2009 Conference and General Assembly slated for October 7-9, 2009.

PRC Legal Opinion on LLE

Atty. Pharson B. Mamalo, chief of the PRC Legal Division issued a legal opinion dated March 17, 2009 regarding the request of BFL for assistance in formulating a resolution for those non BLIS and MLIS takers who would like to take the Librarians Licensure Examination (LLE) this November. The said legal opinion was made public via the PAARL yahoogroups some 3 months after. He clarified in a letter addressed to the chair of Board for Librarians, Hon. Corazon M. Nera that “to formulate a resolution to the effect that a particular period is extended beyond the time frame provided by law is equivalent to an amendment. Amendment can only be made by the same body that created the law”… and that “extending the period within which to allow graduates of the above mentioned degrees to take the examination is tantamount to an encroachment by the executive to the legislative authority”

In an email by Ms Nera to Ms Versoza requesting among other the dissimination of the legal opinion, she mentioned that there is a June 5, 2009 request [possibly for reconsideration] to the PRC legal division that merited the same ruling.

To all graduates of LIS other than BLIS & MLIS, we encourage you to pursue instead a MLIS degree so that in a year or two you could take the LLE. This is just a temporary setback in your quest to be a registered librarian. I do believe the institution you have taken your LIS units or specialization will be more than willing to credit your earned LIS units to their MLIS program or other institution offering MLIS program may also be crediting some if not all of your previously earned units after some validation process.

And to all graduates of BLIS & MLIS (also repeaters) taking the LLE this coming November 2009, good luck to all of you.

IFLA/FAIFE Cascading Schedule for STRLC

After successfully holding the regional level IFLA/FAIPE cascading seminar-workshop for Region IV attended by Council Officers & key officers of affiliated provincial chapters, the Council agreed to cascade the seminar-workshop to the provincial level of the association for grassroot implementation of the Internet manifesto of all stakeholders within the region/provinces comprising the STRLC.

The cascading will be a STRLC activity in cooperation with the concerned Provincial Chapters.
